The Internet stores already earn enough money through the additional fees. If you buy a card for 25 in a lottery store, you also get it for 25 and the store still earns money, otherwise it would not offer these cards at all. That is ne impudence, that the stores now also this extra fee of 3 euros per month have introduced, for cards which are not immediately used. So the local stores (gas station, etc.) certainly do not get anything from the 3€. By the way, as a merchant you have to pay about 10% in fees if you offer Paysafecard as a payment method online. They earn quite well from it.

Our fees:
Paysafecard account holders (myPaysafe) benefit from an extended inactivity period. Accounts without transactions for a period of 12 months are subject to a monthly fee - starting from the 13th month of inactivity - of 2 EUR. You can avoid this fee by simply signing up for a Paysafecard account (myPaysafe) and making a transaction at least every 12 months.
paysafecard prepaid code customers without a paysafecard account (myPaysafe) are subject to a monthly fee of 3 EUR or the equivalent in voucher currency if your code is not fully redeemed after the 2nd month after purchase. This fee will be charged monthly until the prepaid code is empty.
How can I avoid the monthly fee?
If you would like to avoid the fee for your paysafecard prepaid code, but do not yet want to redeem your paysafecard prepaid code, we recommend that you create a paysafecard account (myPaysafe) and load it with your code. This way you can store all your paysafecard prepaid codes in one balance and enjoy many other benefits, such as higher transaction limits.
There is no fee if your paysafecard prepaid code or account balance is zero.
Do I have to pay a fee if I do not use my paysafecard account (myPaysafe) or my prepaid code?
Active paysafecard users can benefit from registering for a paysafecard account (myPaysafe). Registration is free and there are no fees if you use your account regularly

probably have your few cents residual credit also still charged with fee, that's probably the reason.

WTF, just see in my Paysafecard account that 4x3€ were deducted at the end of last month for "monthly provisioning fee". No idea which PSC it is. On the account is still a lot of money from various withdrawals on it and I also use it regularly.
