How about some kind of ticket system?
There is 1 ticket per area where you can collect points through activity.
Each member has different activity in each area, but can participate in the lottery. To tie it to activity, you could set minimum requirements, e.g. at least 30 forum posts a month to get a ticket in that area. The more tickets a member has, the higher the chance to win a PSC.
