The suggestion clearly overshoots the mark. If someone is in dire straits and needs something, I'm certainly the last person to say no. However, I don't think much of giving money away. Care packages to get through the month, however, make sense to me. How often have I given a 10er to a torn-off journeyman at the train station in the hope that he won't spend it on alcohol? I don't know any more... but over the last 20 years I've probably come up with quite a bit.
If such cases should exist, I consider an under-the-arms-grasp locally quite justified, at least for a few days. This fund thing goes however clearly too far.
