One requirement is that you have to live in Malta. That probably puts some people off. Quite a few will have family here and emigrating with the family is stressful anyway (especially if you have children - I went through that myself as a child - I wouldn't do that to my own children). Also, Gamblejoe isn't really well known now and I don't know how much they advertise the jobs, but if it's only on the GJ side, then it's also a reason for the few applications.
