For some time now I have been wondering why some countries have quite clean regulatory authorities regarding online gambling and Curacao, for example, usually doesn't even manage to send a response?

Is it because of :

1) Negligent authorities (government)

2) Corruption through bribery ?

Then why offer a license at all ? To appear serious ?

There are actually only two possibilities why a license is assigned which brings quasi nothing

1) The authorities want only $$$$ from the casinos

2) The authorities are involved in it and want to sell the rest of the world only their casinos as serious (but that would mean the entire government would want to carry only $$$$ in the country and would be almost so far that all would have to be considered a criminal organization and not as a quasi own country)
