Online Casinos in general: Why is Curacao so careless

For some time now I have been wondering why some countries have quite clean regulatory authorities regarding online gambling and Curacao, for example, usually doesn't even manage to send a response?

Is it because of :

1) Negligent authorities (government)

2) Corruption through bribery ?

Then why offer a license at all ? To appear serious ?

There are actually only two possibilities why a license is assigned which brings quasi nothing

1) The authorities want only $$$$ from the casinos

2) The authorities are involved in it and want to sell the rest of the world only their casinos as serious (but that would mean the entire government would want to carry only $$$$ in the country and would be almost so far that all would have to be considered a criminal organization and not as a quasi own country)

What do you think?

I do not know the details. But there are 4 bodies that issue Curacao licenses. Of which Curacao eGaming is supposed to be the worst.

There are apparently differences, but overall a weak regulatory body. The MGA is a miracle in comparison, while the MGA is already ridiculously weak in terms of player issues. It's always about money laundering and licensing fees...

UKGC tries to do a bit more, but is not a good example either. The casinos are afraid because this regulator feels that they have to destroy the casino industry. Debated are Max. Bet of 2 € in general, the rethinking of VIP status or dealing with VIP players and so on. The Feature Buy function has already been banned by the UKGC for the most part.
