I made a mistake last year and cashed out a win of over 13,000. Did not split the payout unfortunately.

You should have reported the win (AWV reporting requirement! from 12500€ per transaction)
But all wins from gambling are tax free in Germany. Therefore, you do not have to declare the win or pay taxes.
