In normal life, I'm a really strict advocate of freedom and not a fan of bans of any kind, but in this case I would also argue in favor of admonishing users and if it doesn't help, simply taking them out of the lottery drum. The thing with a certain number of words would be too much unnecessary effort for my taste - it can be done much more effectively in other ways and it is also justified.
