Why are there all these stupid rules in Germany online but not in any kebab shop or arcade? Except for the break after 60 minutes. And these maximum bookings per hour. (They should do the same online instead of all the other crap)

Can someone explain this to me? I can press stop whenever I want I can play over 1 euro. If they have the 5 second rule in the Online Casinos that are regulated in Germany, why not at the machines everywhere? Of course, nobody plays there like they do online. But I would be interested to know why it makes such a difference to the authorities.
